In April 2022, the state capital of Hannover adopted municipal guidelines for participation. These are based on nationally established standards of good participation: early information, transparent processes, reliable structures, comprehensible decision-making paths and participation on an equal footing. The aim is to firmly anchor the guidelines in the everyday work of the city administration and in cooperation with politicians and urban society. At the same time, a two-year pilot phase for a participation advisory board was decided upon to review the guidelines in practice. Its task is to advise the administration on the implementation of the guidelines and the development of participation concepts for specific projects, and to further develop the guidelines if necessary.

nexus is conducting an accompanying external evaluation of the participation advisory board. The evaluation focuses on the members of the advisory board – representatives from politics and administration, as well as experts from the population. They are included in the study through interviews. A participatory kick-off workshop, in which the specific issues are worked out together, and a final workshop, in which all participating groups reflect on the empirical results and their conclusions, form the framework for this participatory evaluation.
