From 4 to 7 November, a citizens’ assembly was held in Moers using the ‘planning cell’ method, in which 50 randomly selected citizens spent four days discussing how citizen participation in Moers should be shaped in the future. To this end, they received information on various aspects of participation from different experts in a total of 16 working sessions, which they then discussed in unmoderated small groups. The citizens’ recommendations were summarised in a citizens’ report.
