Filipe Mello Rose studierte Sozialwissenschaften und Urban Governance am Institut d’Études Politiques de Paris (Sciences Po Paris) und hat am Lehrstuhl für Stadt- und Regionalökonomie der HafenCity Universität promoviert. Seinen Master schloss er mit einem viermonatigen Forschungsprojekt in Recife, Brasilien, ab.
Von 2018 bis 2022 war Filipe Mello Rose am Lehrstuhl für Stadt- und Regionalökonomie der HafenCity Universität Hamburg (HCU) im DFG-geförderten Forschungsprojekt „Smart Cities: Die Standardisierung der Städte?“ angestellt. Ab 2021 war er auch Teil des Lehrstuhls Digital City Science und führte zwei Projekte zu digitalen Planungstechnologien durch.
Seit Anfang 2023 ist er Teil der Forschungsgruppe Wissensarchitektur an der TU Dresden. Dort ist er an der Smart-City-Strategieentwicklung und der wissenschaftlichen Begleitung von Smart-City-Projekten in Dresden und Ilmenau maßgeblich beteiligt. Seit Anfang 2024 ist er zudem am nexus Institut tätig.
Filipe ist deutscher und brasilianischer Staatsbürger. Seine Forschungsinteressen befinden sich an der Schnittstelle von Fragen zur Alternativen in der Plattformökonomie, partizipative Politikentwicklung und der ko-kreative Entwicklung von Smart Cities.
