In view of the challenges of demographic change, new, cooperative forms of action must be developed, tested and implemented in regional development in the Free State of Saxony.

Intercommunal cooperation in rural areas plays a key role in overcoming these challenges, in particular the adaptation of services of general interest under the conditions of demographic change. In Saxony, the “FR-Regio” programme was developed for this purpose, by means of which the Saxon State Ministry of the Interior seeks to create incentives for intercommunal cooperation in Saxony in order to better guarantee regional services of general interest in the course of demographic change and regional reorganisations.

In order to evaluate the effectiveness of the specialist support programme, the nexus Institute uses an integrated evaluation concept consisting of qualitative and quantitative survey instruments as well as participatory process support. The aim of the evaluation is the participatory further development of the “FR-Regio” funding programme and the formulation of scientifically obtained, concrete recommendations for action.
