The German Klimakabinett (Climate Cabinet) has recently decided to introduce a CO2 pricing system, which many experts have long been calling for. This decision is a regulatory innovation that marks the beginning of the transformation of Germany’s energy system. However, in the process of implementing this climate programme, it is vital to incorporate the community, to hear the perspectives of citizens, and to thereby allow for acceptance. For citizens, there are many questions that can arise. For example: What does this CO2 pricing mean? How does the energy system influence transformation? How does it affect citizens, for example in areas of life such as mobility and housing? How far are citizens willing to go? Can CO2 pricing through redistribution lead to a fairer climate protection policy? In March 2020, a randomly selected group of citizens will discuss these questions and make recommendations in the context of two planning cells in the district of Vorpommern-Greifswald. The recommendations will be summarised in a citizens’ report to be presented to political decision-makers on Renewable Energy Day in April 2020.
nexus was commissioned by the Technical University of Berlin to prepare, implement, and evaluate the planning cells within the research project “WindNODE – The Showcase for Intelligent Energy from the Northeast of Germany”. For the first time, the planning cell process was successfully conducted completely digitally. The participants met via video conferencing software on five dates within two weeks for about 3.5 hours each. In order to enable all interested parties to participate, nexus also provided them with comprehensive technical support.
