In the Karow district of Berlin-Pankow, up to 3,000 new housing units are to be built in the coming years. The local population is to be involved in the planning and development and sensitised to the development of the district. A major challenge in the process will be to bring the fears and anxieties of the residents of Karow, as well as the different, possibly even opposing attitudes, to a common consensus within the framework of the participation process. In order to achieve this, it is important to start with the residents’ central fears about the future development of Karow, which can be decisive for the success of the entire participation and planning process. Against the background of diverse interests in the debate about the development of Karow and the different experiences with participation processes in the district of Pankow and throughout Berlin, the participation concept is based on several guiding principles from which the services offered are derived.
The participation concept offers a variety of formats and covers all levels of participation – from information and consultation to co-design and co-decision.
